I saw some large billboard posters today with a picture that showed a cross between a city and a circuit board. It said something like "Glasgow's in our database: TV licence evaders will be caught". There's a rather similar campaign for benefit fraud, called No Ifs, No Buts. I wonder what tourists think of all this? If you saw the same posters in China, what would you think of them? Is it healthy for a society to be surrounded with threatening messages? And do we know if these threats are actually cost-effective?
